anyone know if it's 18 and up or 21 and up? I have a friend who is only 19 and wants to know. The site for Belly Up didn't say...or else perhaps I just didn't see it.

Been there several times. I've never seen any 21 and older notices. Pretty sure it's 18 and up or maybe even all ages, there's a connected up-scale restaurant there so probably is all ages. Definitely sells booze.
